You don't want to leave the steamer on the wall for too long because it can soften the wallboard cover paper.

If certain areas are very difficult, wallpaper remover can be used; otherwise, fabric softener in a pail of hot water can be used. 
After removing all of the paper, wipe the wallpaper adhesive residue off the wall using a sponge dipped in warm water.

With an orbital sander, smooth the face of the wallboard, then seal the walls with pigmented sealer before stopping.
